SCHOLARSHIP IN CHINA FOR INTERNATIONAL STUDENTS

In order to promote the mutual understanding, cooperation and exchanges in politics, economy, culture, education, and trade between China and other countries, the Chinese government has set up a series of scholarship programs to sponsor international students, teachers and scholars to study and research in Chinese universities.

China Scholarship Council (hereinafter referred to as CSC), entrusted by the Ministry of Education of People’s Republic of China (hereinafter referred to as MOE), is responsible for the enrollment and administration of Chinese Government Scholarship programs.

Academic programs of Science, Engineering, Agriculture, Medicine, Economics, Law, Management, Education, History, Literature, Philosophy and Arts in 252 designated Chinese universities are available to scholarship winners.


CATEGORIES, DURATION, LANGUAGE OF INSTRUCTION AND PROGRAM OPTIONS

Categories

Chinese Government Scholarship programs sponsor international students, teachers and scholars to undertake degree studies (bachelor, master or PhD) or academic research in China.

Duration

Chinese Government Scholarship covers both major study and Chinese language (preparatory) study. The table below illustrates the duration of each program.

Language of Instruction

1. Instruction Language for undergraduate programs.

Chinese is the only instruction language for undergraduate programs. Scholarship recipients of undergraduate programs must take one-year preparatory courses in designated universities and pass the required test before major studies.

Recipients can apply for preparatory course exemption if they

● complete their secondary education in Chinese.

Or

● have valid HSK certificate that meets the requirement of the host university.

Valid official documents from schools of secondary education or a photocopy of HSK certificate must be submitted for preparatory course exemption. Please NOTE that HSK results are valid for 2 years.

2. Instruction Language for graduate programs and non-degree programs.

Chinese universities generally offer graduate programs and non-degree programs in Chinese. Certain Chinese universities could offer graduate programs and non-degree courses in English.

● Scholarship recipients of Chinese-taught programs without adequate Chinese proficiency must take Chinese language training courses for one to two years to reach the language requirements of their host universities before major studies. Failure to reach the required language proficiency will lead to the automatic termination of scholarship. Recipients in such programs as Science, Engineering, Agriculture, West Medicine, Economics, Management, Law and Arts will take Chinese courses for one year. Recipients in Literature, History, Philosophy and Chinese Medicine will take Chinese courses for no more than two years.

● Scholarship recipients of English-taught programs or those with adequate Chinese language proficiency do not need to take Chinese language courses.

252 Chinese universities are designated by MOE to enroll international students with Chinese Government Scholarship.

COVERAGE OF CHINESE GOVERNMENT SCHOLARSHIP

Full Scholarship

● A fee waiver of registration, tuition, laboratory experiments, internship, and basic textbooks.

Cost of experiments or internships beyond the program curricular is at student’s own expense.

Cost of books or learning materials other than required basic textbooks is at student’s own      expense.

● Free on-campus dormitory accommodation.

● A living allowance at the following rates( per month),

undergraduates: CNY 1,400;

master’s students & general scholars: CNY 1,700;

doctoral students & senior scholars: CNY 2,000.

Scholarship recipients registering before the 15th of the registration month (the 15th included) will be granted the full living allowance of that month. Recipients registering after the 15th of the registration month will be granted half of the living allowance of that month.

● One-off settlement subsidy:

CNY 1,000 for new students who will study in China for less than one academic year;

CNY 1,500 for new students who will study in China for one academic year or above.

● Outpatient medical service and Comprehensive Medical Insurance and Protection Scheme for International Students in China.

● One-off inter-city travel reimbursement:

A hard-seat train ticket (hard-berth train ticket for overnight trip) will be reimbursed for scholarship students traveling

from the port of entry to the city of the host university or Chinese language training (preparatory) school upon registration;

from the city ofChinese language training (preparatory) schooltothe city of the host university upon finishing the Chinese language training (preparatory)study;

from the city of the host universityto the nearest port of departure upon graduation.

Partial Scholarship

● One or some items of the full scholarship.


THE CONFUCIUS INSTITUTE SCHOLARSHIP

In order to support the development of Confucius Institutes, facilitate Chinese language promotion and Chinese cultural transmission in the world, cultivate qualified Chinese language teachers and talented students of Chinese language, Confucius Institute Headquarters/Hanban (hereinafter referred to as Hanban) launches the “Confucius Institute Scholarship” program to provide financial aid for students, scholars and Chinese language teachers worldwide to proceed to a Master’s degree in Teaching Chinese to Speakers of Other Languages (MTCSOL) in Chinese universities (hereinafter referred to as "host institutes"), or study in such majors as Chinese Language and Literature, Chinese History and Chinese Philosophy.

Scholarship Category and Application Requirement

The category of scholarship of 2013 includes Scholarship for Students of Master's Degree in Teaching Chinese to Speakers of Other Languages(MTCSOL), Scholarship for Students of One-Academic-Year + MTCSOL, Scholarship for One-Academic-Year Students, and Scholarship for One-Semester Students. Applicants shall be non-Chinese citizens in good health, aged between 16 and 35 (Chinese language teachers in post shall be aged below 45).


Scholarship Coverage and Criteria

Scholarship winners are exempt from registration fees, tuition, fees for basic learning materials, accommodation fees on campus, and are provided with a one-off resettlement subsidy, monthly allowance, outpatient medical service and comprehensive insurance for foreign students studying in China. Monthly allowances are at the following rates (CNY Yuan per month): a. CNY 1,400 for One-Academic-Year Students and One-Semester Students. b. CNY 1,700 for Master’s Degree Students.

The one-off resettlement subsidy is CNY 1,500 for students who will study in China for one academic year or more; CNY 1,000 will be provided to all students who studies in China for one semester; the one-off resettlement subsidy will not be provided to those who have studied in China for more than half a year before being enrolled.


Recruitment Procedures

  • From the issue date of the Procedures, applicants should log on to the Confucius Institute Scholarship website at http://cis.chinese.cn, set up an individual account, read information and introduction of host institutes and majors, complete and submit the Confucius Institute Scholarship Application Form online.

  • Confucius Institutes (independently set-up Confucius Classrooms), overseas Chinese test centers, educational and cultural offices (sections) of Chinese embassies (consulates), host institutes and institutions of higher education in those countries with no Confucius Institutes are entrusted by Hanban as the recommending institutions. The recommending institutions shall exam the qualification and application materials of applicants, and submit the list of recommended applicants to Hanban by April 25th, 2013.

  • Host institutes are responsible for reviewing the qualification of applicants and submitting the proposed enrollment name list of qualified candidates to Hanban by May 25th, 2013.


Application Documents

Applicants must log onto the Scholarship website, fill out the “Confucius Institute Scholarship Application Form”, and attach the electronic files of the following materials:

  1. Photocopy of Passport Photo Page

  2. Photocopy of HSK and HSKK Result Report

  3. Notarized highest education diplomas attained or proof of study

  4. Reference Letter and Letter of Commitment. Students attending Chinese language programs of universities in countries with no Confucius Institutes established shall attach a reference letter signed and issued by the university President. The Master’s Degree Scholarship applicants are required to submit reference letters provided by two professors or associate professors (in Chinese or English). A written commitment stating that the applicant will be engaged in Chinese language teaching for at least 5 years after graduation (written in Chinese and sign with signature).

  5. Applications under the age of 18 shall submit relevant legal documents of entrusted legal guardians in China.

  6. Winners of the finals of the “Chinese Bridge” Chinese Proficiency Competitions for Foreign College Students and for Foreign High School Students in China shall submit the scholarship certificate. Winners of preliminary rounds of the “Chinese Bridge” Proficiency Competitions in their countries shall provide award proof and reference letter provided by the organizers.

  7. Winners of the finals of the “Chinese Bridge” Chinese Proficiency Competitions for Foreign College Students and for Foreign High School Students in China shall submit the scholarship certificate. Winners of preliminary rounds of the “Chinese Bridge” Proficiency Competitions in their countries shall provide award proof and reference letter provided by the organizers.

  8. Chinese language teachers shall submit certificate of employment and recommendation letters provided by institutes they work for.

  9. Those applying for the Scholarship for Students of One-Academic-Year + Master's Degree in Teaching Chinese to Speakers of Other Languages are required to provide the agreement signed with the Confucius Institute or the institute which they will be working for.

  10. Other materials required by host institutes.


Entrance and Annual Appraisal

  1. The scholarship winners shall register at the host institutes before the deadline set by the institutes. Scholarships will not be kept for those who do not register on time without reasonable cause.

  2. Scholarships will be canceled for those who cannot pass the health examination.

  3. Students for a Master’s degree in Teaching Chinese to Speakers of Other Languages (MTCSOL) shall be subject to an annual appraisal organized by the host institutes before the end of the first school year after being enrolled according to the “Annual Appraisal Procedures for Confucius Institute Scholarship”. Only the eligible students are entitled to continue to receive the Scholarships in the following year.
